Komsomolsk-on-Amur has summarized the results of a meeting that took place between representatives of the City Administration, Investment and Development Agency and Sinotruk, a Chinese company and one of the PRC's major automotive producers. The discussion focused on prospects for creating a site in the City to assemble HOWO heavy trucks.

The parties have talked over options for arranging the production on Parus's and Amurlitmash's sites. A 10 hectare area is needed for this purpose. It is proposed that initially the output will total up to 800 heavy vehicles p.a.

The topic of arranging this production in the Komsomolsk priority social and economic development area was discussed by territorial authorities with Chinese businessmen as early as last year, during the Days devoted to the Khabarovsk Territory in Heilongjiang Province. In October, a partnership and cooperation agreement was executed between Far Eastern Road Construction Company, China National Heavy Duty Truck Group (Sinotruk) and Gold Sea, a Heilongjiang investment group. The parties at that time mutually agreed to create service and dealer centers to provide maintenance services to HOWO cars in the cities of the Russian Far East and to construct a plant to assemble such cars in the Komsomolsk priority social and economic development area.
