Center of Innovation for Technical Expertise to be created in the Ulyanovsk region

On April 4, the Governor of the Ulyanovsk region Sergey Morozov held a working meeting with representatives of the Israeli Technological University Technion: professor Paul Feigin, the Vice President for Strategic Projects, and professor Boaz Golany, the Vice President for External Relations and Resource Development.

On April 4, the Governor of the Ulyanovsk region Sergey Morozov held a working meeting with representatives of the Israeli Technological University Technion: professor Paul Feigin, the Vice President for Strategic Projects, and professor Boaz Golany, the Vice President for External Relations and Resource Development.


Within it, he submitted a project on creation of the Ulyanovsk region Center of Innovation for Technical Expertise. The project already has support of the leading European scientific center KU LEUVEN LRD - the first in mainland Europe university on success of commercialization process of innovations. The Heads of the Israeli University gave information about two large-scale projects, which are currently under development in New York (USA) and the Province of Guangzhou (China), and mechanisms of their implementation.


The Governor examined experience of the University in the field of international cooperation. The parties also discussed several possible cooperation options. It is planned that the start of these projects will allow students of the Ulyanovsk region and other Russian cities to get education of essentially other level on many technical disciplines, engineering, information technologies, materials science, clean energy and others. Following the results of the meeting, a working group was created which will coordinate further actions for expansion of cooperation between the Ulyanovsk region and Technion in the sphere of knowledge exchange.


“We seek to maximize our technological, scientific and organizational capacity. We managed to keep and enrich the Soviet scientific heritage in all aspects – from the aviation industry to the mechanical engineering. However, it is obviously not enough to move into the innovative future. Today Israel is the sure leader in the whole range of areas of technical knowledge and innovations, and we choose the best partners to reach new frontiers. Technion is the best representative of all scientific achievements of this country”, - Sergey Morozov emphasized.


Technion is the world-class university, famous around the world for its greatest achievements in science, technologies, innovations and business. The educational institution is included into the Top-25 of the best engineering schools in the world, and it was in the TOP-100 of best universities of the world for the last few years in a row. Three Nobel Laureates work at the University.


The expert in the field of business, science and investments, the Business Development Manager of the KU Leuven LRD, Martin Hinoul noted: “Cooperation between Technion University and the Ulyanovsk region can become a huge asset for its further development and transformation into one of the leading regions in Russia built on the basis of the knowledge-driven economy”.


According to the dedicated experts, the project of the Governor Morozov presented today in the city of Haifa is designed to overcome backlog in formation of science and technology knowledge and to carry out important tasks imposed by the modern development of technologies and innovations. Implementation of the project involves facilities, which initially existed in Ulyanovsk in one of the USSR academic centers, and the basis of the Ulyanovsk NanoCenter, which is a joint project of the Ulyanovsk region and the Fund for Infrastructure and Educational Programs (part of the RUSNANO group) with participation of technical universities of the Ulyanovsk region.


The government of the Ulyanovsk region has already created a successful science and technology park in the industrial zone 'Zavolzhye', where the leading international concerns operate and carry out their production in the territory of the region. Among them are DMG MORI (machine-tool plant); the German companies 'Schaeffler' (production of automotive components) and 'Jokey Plastik' (production of packing materials); the French companies 'Legrand' (electrical equipment) and 'FM Logistic' (a logistic complex of the A class); the Mexican company 'Nemak' (automotive components); three factories of the American corporation 'MARS'; the Danish paint and varnish production 'Hempel'; the brewery of the Turkish company 'EFES'; production of automotive components of the Japanese company 'TAKATA', and others. It is also planned to create a Center of Innovation for Technical Expertise. Construction of the first Bridgestone tire plant in Russia is at the lock-up stage. Overall, there are 24 investment projects with total amount of investment of more than 46 billion rubles that are currently being implemented in the territory of the science and technology park.

The Ulyanovsk region is one of the most developed innovative regions of the Russian Federation. Historically there is a strong scientific and production base in its territory: technical univercities, a large military-industrial complex, the largest in Russia aviation (CJSC 'Aviastar-SP') and automobile (JSC Ulyanovsk Automobile Plant) plants, the newest productions of composite materials and strong IT companies.
